Joe accepts any driving licence
Yes — including non-English ones. If your country issued the licence, Joe will accept it for the rental itself. You won't be turned away at handover for not having an IDL.
So why bother with an IDL?
Two real risks that an IDL removes, both unrelated to the rental itself.
Risk 1 — Thai police roadside checks
Routine roadside checks do happen in Phuket. Many officers read limited English, and they cannot read Cyrillic, Mandarin, Thai, Arabic or other scripts. An IDL is a small booklet that translates your home licence into 10 languages and is recognised on sight in 175+ countries. A 30-second check stays a 30-second check.
Risk 2 — misunderstandings at handover
An IDL eliminates any "is this licence valid for driving here?" debate before the keys are handed over. It's not common, but it's not zero.
How long does it take to get one?
About 10 minutes online and around US$20.
An IDL is valid for up to 3 years and can be used worldwide in 175+ countries.

What to bring on pickup day
Bring both — your home licence AND the IDL. The IDL is a translation, not a replacement. The home licence is the real document.
